A video shared on X showed a man lying on the ground with his hands behind his back, surrounded by officers. Mr Vucic described the incident as a "terrorist attack".
The incident came ahead of a 1 November rally marking the first anniversary of a train station canopy collapse that triggered huge youth-led protests against Mr Vucic - who has been the country's president since 2017. The rally is planned in the city of Novi Sad, located to the northwest of Belgrade, where the incident took place.
A total of 16 people died in the collapse, which was blamed on corruption-based negligence. Serbia's Gen Z protesters have been demanding Mr Vucic, a populist who has been accused by his opponents of cracking down on free press and civil liberties, schedule an early parliamentary election.
