La moins urgente des réformes portées à bout de bras jusqu’à son terme par Martine Aubry pourrait bien bouleverser le paysage social et économique, voire renforcer le capitalisme de la bourse. Paradoxalement, c’est les petites entreprises (1,2 million d’établissements, 5,3 millions de salariés), auxquelles est accordé un délai de deux ans pour se conformer à la réduction de la durée légale du temps de travail, qui en souffriront le plus. Déjà passablement désorganisé en France, le marché de l’emploi aura de plus en plus de mal à fonctionner comme un marché. Les conditions de concurrence n’y seront pas égales entre les entreprises (en général plus importantes) subventionnées pour avoir passé un accord avec leur personnel, et les autres. La finalité est aujourd’hui de pousser les entreprises à négocier une diminution effective des horaires contre une plus grande flexibilité dans l’organisation du travail. Ainsi une réforme inspirée par le vieux mythe du partage du travail s’inscrit-elle dans le mouvement de la déréglementation qui a d’abord touché le capital. Le chantier appelait un profond remaniement du Code du travail qui est une fois de plus éludé. Une meilleure organisation interne du travail amènera-t-elle les entreprises à moins faire appel à l’intérim et à des embauches à temps partiel ? Si tel est le cas, la diminution du temps de travail aura aidé à obtenir une amélioration sur la seule durée qui importe réellement à la majorité des salariés : celle de leur contrat de travail. Mais la réponse n’est pas évidente. La compression de la masse salariale sera plus que jamais à l’ordre du jour. Progrès techniques et instabilité économique concourent à rendre plus difficile la maîtrise de son propre temps. La tentative de réhabilitation d’une norme collective s’appliquant à la durée du travail traduit à sa manière le malaise qui en découle. À terme, c’est la relation des Français au temps qui est remise en question.

Creativity is the emergence of something novel and appropriate, from a person, a group, a society. A creative idea or product must be novel. Yet, novelty is not enough (a novel idea may be ridiculous or nonsensical). In addition to novelty, to be creative an idea or product must also attain some level of social recognition. The individualist approaches to creativity overestimate the role of the individual and of his/her abilities (the myth of the genius). On the contrary, the socio-cultural approach emphasizes the role played by contexts in the creation process: societies, cultures and historical periods. Accordingly, the individual is seen as a member of many overlapping social groups, each of them has its own network, with a specific structure and organization, which influences the creation of networks of—potentially creative—ideas. Each individual is also a member of a culture, which gives him/her the categories used to understand the world. Finally, each individual is representative of a specific historical period. From a managerial perspective it is important to deepen the knowledge of the contexts, both spatial and cognitive, which favor ‘‘situated creativity’’ in the realm of the cultural industries.
