This paper highlights the macro and microeconomic challenges associated with success of the effort to mobilize 0.7 percent of GNP for official development assistance (ODA). To promote achievement of the Millennium Development Goals, enhanced ODA must be as productive as possible. In weighing the distribution of enhanced ODA among countries, the paper emphasizes the need to limit potentially adverse "real transfer effects." It recommends a multi-pronged approach to ODA that includes, inter alia, in addition to direct bilateral transfers, enhanced use of trust funds and the financing of global public goods.

*Illustrated *Includes Table of Contents Friedrich Engels (November 28, 1820 - August 5, 1895) was a German industrialist, social scientist, author, political theorist, philosopher, and father of Marxist theory, working in close collaboration alongside Karl Marx. In 1845, he published The Condition of the Working Class in England, based on personal observations and research. In 1848, he produced with Marx The Communist Manifesto and later he supported Marx financially to do research and write Das Kapital. After Marx's death Engels edited the second and third volumes. Additionally, Engels organized Marx's notes on the "Theories of Surplus Value" and this was later published as the "fourth volume" of Capital. Engels is commonly known as a "ruthless party tactician", "brutal ideologue", and "master tactician" when it came to purging rivals in political organizations. However, another strand of Engels’s personality was one of a "gregarious", "big-hearted", and "jovial man of outsize appetites", who was referred to by his son-in-law as "the great beheader of champagne bottles.” Anti-Dühring, Herr Eugen Dühring's Revolution in Science is a detailed critique of the philosophical positions of Eugen Dühring, a German philosopher and critic of Marxism. In the course of replying to Dühring, Engels reviews recent advances in science and mathematics and seeks to demonstrate the way in which the concepts of dialectics apply to natural phenomena. Many of these ideas were later developed in the unfinished work, Dialectics of Nature. The last section of Anti-Dühring was later edited and published under the separate title, Socialism: Utopian and Scientific. This edition of Engels’ The Principles of Communism is specially formatted with a Table of Contents and illustrations.

Large and growing subsidies to residential consumers in Mexico have become a major policy concern. This report explains the growth of subsidies, the current distribution of subsidies across income classes, and uses utility and household survey data to simulate how alternative subsidy mechanisms could improve distributional and fiscal performance. The goal is to help inform discussion in Mexico about how to reduce subsidies and redirect them toward the poor. The findings also offer lessons for other countries that are planning tariff reforms in their electricity sectors.

Evaluating the Effectiveness of Correctional Education

After conducting a comprehensive literature search, the authors undertook a meta-analysis to examine the association between correctional education and reductions in recidivism, improvements in employment after release from prison, and other outcomes. The study finds that receiving correctional education while incarcerated reduces inmates’ risk of recidivating and may improve their odds of obtaining employment after release from prison.

La tripartition de la vie politique issue des élections de 2022, avec d’une part un bloc central regroupant un électorat socialement beaucoup plus favorisé que la moyenne – et réunissant d’après les sources ici rassemblées le vote le plus bourgeois de toute l’histoire de France –, et de l’autre des classes populaires urbaines et rurales divisées entre les deux autres blocs, ne peut être correctement analysée qu’en prenant le recul historique nécessaire. En particulier, ce n’est qu’en remontant à la fin du 19e siècle et au début du 20e siècle, à une époque où l’on observait des formes similaires de tripartition avant que la bipolarisation ne l’emporte pendant la majeure partie du siècle dernier, que l’on peut comprendre les tensions à l’oeuvre aujourd’hui. La tripartition a toujours été instable alors que c’est la bipartition qui a permis le progrès économique et social. First released to the public in 1762, The Social Contract is a groundbreaking work in political philosophy. It was among the first to explore the conflict between a society devoted to a prospering and healthy community, and the interests of commercial enterprise. The thoughtful analysis of society, which at the time was on the cusp of beginning the industrial revolution, and crucially Rousseau's rejection of the monarch's principle of the Divine Right, led to the document becoming an inspiration for the French Revolution. Rousseau argued for personal freedoms and a community where every member has a say. He was vigorously against slavery, and the subjugation of populations brought under the sway of a state. Instead, Rousseau proposed a system whereby the state represents and serves the best interest of its population, to the enrichment and betterment of the general society - it is this principle which encapsulates the philosophy espoused in The Social Contract. This edition contains the respected and influential English translation by G. D. H. Cole, an Oxford scholar who specialised in political theory and was acclaimed throughout his decades long academic career.
