Spätestens mit der Weltwirtschaftskrise, deren deutlichstes Symptom der 'Black Thursday', der Zusammenbruch der New Yorker Börse am 24. Oktober 1929 ist, tritt ein neues Phänomen in der westlichen Welt auf: die Massenarbeitslosigkeit. Der erste Ökonom, der eine wirtschaftstheoretische Studie dazu anstellt, ist Emil Lederer mit seinem Werk 'Technischer Fortschritt und Arbeitslosigkeit'. Lederer identifiziert als Erscheinungen des 20. Jahrhunderts neben den Erfindungen, die ökonomisches Wachstum und Beschäftigung schaffen, auch die kapital- und arbeitssparenden technisches Fortschritte, die 'technologische Arbeitslosigkeit' mit sich bringen; in einer Depression kommt die konjunkturbedingte Arbeitslosigkeit hinzu. An der Konzeption kurzfristiger Arbeitsbeschaffungsmaßnahmen wirkt Lederer während der Weltwirtschaftskrise mit, hält diese aber für keine langfristige Lösung, da hierzu auf die 'veralteten Produktionsmethoden' zurückgegriffen wird. Dauerhaft könne die erhöhte Produktivität beispielsweise durch eine Senkung der Arbeitszeit wieder zur Vollbeschäftigung führen. Zur Steuerung der Beschäftigung schlägt Lederer eine stärkere staatliche Planung der Wirtschaft vor.Es gibt bis heute keine vergleichbare Studie, was auch daran liegen mag, dass Auswirkungen einzelner technologischer Fortschritte auf den Arbeitsmarkt schwer zu separieren und statistisch zu fassen sind. Das Phänomen der 'strukturellen Arbeitslosigkeit' ist jedoch empirisch zu beobachten. Dadurch erhält Emil Lederers Monografie 'Technischer Fortschritt und Arbeitslosigkeit' bis heute ihre Aktualität.
