Le dialogue euro-arabe ouvert l’automne 1973 vise l’établissement d’une coopération institutionnalisée entre les deux ensembles régionaux dans les domaines politiques, économique culturels, sociaux. Après des siècles de domination, des dizaines d’années d’affrontement ; engager les relations euro-arabes dans la voie d’une large coopération est un événement considérable dont il est difficile de mesurer la portée. Un véritable dialogue à ce niveau, constitue une novation profonde, il ne signifie pas discussion à deux (qui serait un duologue) mais plutôt cheminement de la pensée à travers les obstacles. Il s’inscrit dans l’ordre de la reconnaissance de l’autre comme partenaire exige la composition des parties, ce qui ne signifie ni le compromis, ni l’unité factice : on ne vise pas la disparition de l’autre mais la transformation progressive des deux interlocuteurs. Le dialogue diffère de la polémique parce qu’il cherche une issue qui le transcende. Il s’oppose à l’intégration qui exclut la transformation mutuelle dans l’échange. Visant à l’affirmation des pluralismes nécessaires le dialogue est difficile à pratiquer et la tentation reste grande d’en revenir à des relations plus brutales. Tributaire de la géopolitique mondiale, grevé au départ de nombreuses hypothèques et malentendus qui n’ont pu être toujours dissipés malgré une longue période de gestation, le dialogue euro-arabe apparaît, pour nombre d’observateurs, au niveau de ses résultats actuels, comme un dialogue stérile voire fictif, à tout le mieux mineur. Mais, par-delà les communications partielles désintégrant les ensembles culturels, ne peut-on envisager une transformation mutuelle par l’échange des biens des services des significations. Le dialogue euro-arabe s’inscrit dans cette perspective. Les pays arabes disposent de ressources et d’un pouvoir de négociation suffisant pour établir avec la Communauté européenne, des relations spécifiques répondant à leurs besoins de développement. Ces relations sont également vitales pour le développement de la CEE. Un accord intercommunautaire de développement peut donc être envisagé sur la base d’une réelle interdépendance économique des deux ensembles. Une réciprocité des flux au sein du grand espace régional qui sera construit établir des liens plus étroits que ceux de la coopération traditionnelle entre pays de développement inégal. Le modèle intercommunautaire de développement euro-arabe suppose des politiques économiques cohérente et dynamique dans chaque ensemble régional. Les insuffisances et les blocages constatés actuellement au niveau de l’intégration économique aussi bien dans l’Europe des Neuf qu’entre États Arabes retardent et compromettent les chances d’application du modèle.

Il est la synthèse des travaux menés en 1992 dans le cadre du XIe Plan sur le thème “environnement, économie, croissance”, et qui a réuni une grande diversité d’experts : représentants d’organisations syndicales et patronales, hauts fonctionnaires, universitaires, militants écologiques, etc. La confrontation a d’abord porté sur les problèmes théoriques : pertinence de la notion de “développement durable”, impacts économiques des actions de protection de l’environnement, etc. Mais elle a surtout concerné les politiques publiques à mettre en œuvre pour faire face aux nouveaux défis : effet de serre, maîtrise de l’énergie, transports, etc. Sur tous ces points, on trouvera dans ce livre des exposés clairs et synthétiques : avantages et inconvénients des projets d’“écotaxes”, rôle et limites de la réglementation et des subventions, etc. Les écologistes et les économistes enfin se parlent. Pour mieux comprendre ce qui divise leurs manières de voir, mais aussi ce qui peut les rassembler. Dans l’espoir peut-être de tracer les voies d’une nouvelle synthèse.
