Elle ne fait qu'accroître leur retard et leur dépendance par rapport aux pays développés. L'important, pour l'auteur, c'est, en première analyse, le montant des biens produits, qui détermine le bien-être social et l'indépendance économique et politique, et non pas le nombre des emplois créés pour produire ces biens. Sa démonstration repose sur l'argument que les technologies les plus modernes, intensives en capital, sont plus productives que les technologies anciennes ou appropriées, intensives en travail. Une version de la première partie de ce livre a servi d'introduction au Colloque sur le transfert de technologie aux pays en voie de développement organisé à Paris par l'I.E.D.E.S. (Université de Paris I), le 10 octobre 1980. Parmi les critiques, dont certaines étaient aussi acerbes et polémiques que le texte d'Arghiri Emmanuel, l'IRM en a sélectionné deux. Le Professeur Celso Furtado critique la méthodologie polémique d'Arghiri Emmanuel, et son manque d'intérêt pour les structures sociales, qui sont primordiales pour comprendre les questions économiques. Le Professeur Elsenhans montre que tout développement ne peut se faire qu'à la suite de la création d'un marché de masse ; c'est l'action des gouvernements et non des sociétés multinationales, qui est seule susceptible d'être assez puissante pour aboutir à ce résultat.
